Southern Area Comparative Growth Scenarios (2008)

Project Description

The purpose of this project was to develop and compare two growth scenarios for the residential development of land within the City of Onkaparinga over the next 20 years, with respect to urban design, transport outcomes, social capacity, marketability and economic parameters. The two growth scenarios developed were:

  • A 'Greenfields' focussed scenario which assumed low residential densities
  • An 'Alternative Scenario' focussing on managed land release with higher density residential clusters or TOD's

InfraPlan Involvement

The project team of InfraPlan and Urban and Regional Planning Solutions were engaged by the City of Onkaparinga to undertake this project. The Project was undertaken in four stages:

  • Stage 1: Development of Scenarios and Assessment Criteria
  • Stage 2: Determine Services and Infrastructure Requirements
  • Stage 3: Analysis of the Development Scenarios
  • Stage 4: Reporting on findings and conclusions

Outcomes

The Southern Areas Comparative Growth Scenarios were developed to support an underlying growth strategy based on current patterns of growth. The report has been used to challenge current thinking that does not accord with the principles of containment, sustainability, social equity and economic robustness, principles that are reflected by the State’s Strategic Plan.

The Southern Area Comparative Growth Scenarios has been used by the City of Onkaparinga to inform the growth in it’s council area. The Report successfully illustrated that orderly and controlled development reduced the need to extend the Adelaide Metropolitan Urban Growth Boundary at a number of locations and that projected population growth can be catered for with urban infill whilst limiting greenfield development.
